The Constitutional Documents of the Puritan Revolution, 1625–1660
A proposed governing council under the Heads of the Proposals, to superintend the militia and foreign negotiations for seven years.
For seven years there was to be a Council of State, the members of which were to be at once agreed on, and this Council of State was to superintend the militia and to conduct foreign negotiations, the final decision in peace or war being reserved to Parliament (§ III, 4, 5, 6).
The Council was named in the Instrument itself.
On the death of the Protector it was the Council which was to elect his successor (§ 32).
