Against Ctesiphon
Non-Athenian persons or states whose petitions, honors, and crowns create legal complications.
And the reason why the lawgiver also forbade the proclamation of the foreign crown in the theater unless the people vote, is this:
When, therefore, they try to deceive you, and say that it is added in the law that the bestowal of the crown is permitted if the people vote, do not forget to suggest to them, Yes, if it is another state that is crowning you;
and, most invidious of all, certain men who had secured positions as agents of foreign states managed to have proclaimed that they were crowned—it might be by the people of Rhodes, or of Chios, or of some other state—in recognition of their merit and uprightness.
To Nicocles
Foreigners include outside wise men and visitors toward whom the city should show security and trustworthy dealings.
and in your treatment of those who come from abroad, make the most, not of those who bring you gifts, but of those who expect to receive gifts from you;
On the contrary, be convinced that education and diligence are in the highest degree potent to improve our nature, and associate yourself with the wisest of those who are about you and send for the wisest men from abroad whenever this is possible.
