Magistrates created to represent and defend the plebs against consular power.
That counsel being then passed over, a cause arose for the people, two tribunes of the plebs being created through sedition, that the power and authority of the senate might be lessened;
for at Sparta too, in the reign of Theopompus, there are likewise five whom they call ephors, and in Crete ten who are called cosmoi, set up against the kingly power, as the tribunes of the plebs against the consular command.
