Adab al-wazīr
The Abbasid caliph al-Maʼmūn, cited in an administrative anecdote in which he rebukes his governor of Khurāsān for injustice and weakness.
Word reached al-Maʼmūn that the troops in Khurāsān had rioted and plundered, and he wrote to his governor there:
but the farming out of offices under guarantee (taḍmīn al-aʻmāl) falls outside the canons of just governance, because the man entrusted with them, if he is competent, exacts in full what is due and refrains from what is not due, and this is justice.
