Risālah fī ʻilm al-akhlāq
The unqualified, whose elevation to office is the causal beginning of sedition and bloodshed.
He must appoint the best of the people of his kingdom and not set their ignorant in power over the people, for ignorance is the leader of error, error is the go-between of sedition, and in sedition there is the shedding of blood and destruction.
