Magna Carta: A Commentary on the Great Charter of King John
The committee of twenty-five barons established under chapter 61 of Magna Carta with power to coerce the King by force if he broke faith.
They relied rather on the revolutionary powers of the twenty–five barons to be appointed under chapter 61.
In other words, instead of constitutional machinery to turn the theories of Magna Carta into realities, “a right of legalized rebellion” was conferred on an executive committee of twenty–five of the King’s enemies.
Authority to decide was vested in a board of arbitrators to consist of thirteen or more of the twenty–five executors, together with Stephen Langton and such others as he chose to summon.
