Adab al-wazīr
Haybah, the awe a ruler inspires, treated as the foundation of sovereignty, sustained by seriousness and by credible threat, and legitimate so long as no injustice attends it.
Seldom is the awe of seriousness breached, or the awe of the jester made complete — and awe is the foundation of sovereignty.
Yet the breaking of a threat should be joined with a reason, so that your threat is not cheapened, that the order of awe (haybah) may be preserved by it and the canon of governance kept exact in it.
If he can do without making war upon one of them, let him refrain from it while making it loom, and let him not tear the veil of awe (haybah) nor cut the ties of vigilance, so that he may win four things:
Risālah fī ʻilm al-akhlāq
Haybah, the awe that holds a kingdom together, grounded in justice and integrity rather than in appetite or cruelty.
The kingdom cannot be held firm nor the subjects tended save by awe, and there is no awe of the king among the elite and the common people like the awe of justice and of an integrity untouched by the disgrace of the appetites.
and with striving in sincere counsel goes well-being, and with dread and awe goes uprightness in obedience.
