Adab al-wazīr
Siyāsah, the art and canon of governing, presented as the vizier's activity and as a body of rules with its own order and exactitude.
As for jest, it comes of frivolity or of insolent ease, above which one who governs subjects and administers realms stands too high.
you undertake the governance (siyāsah) of your subjects and are led in obedience to your sultan (sulṭān), uniting in yourself the ascendancy of one who is obeyed and the compliance of one who obeys.
Yet the breaking of a threat should be joined with a reason, so that your threat is not cheapened, that the order of awe (haybah) may be preserved by it and the canon of governance kept exact in it.
Risālat al-Wāridāt
Tadbīr, the soul's governance of a body, which is its sole act while embodied and the function it either never relinquishes, or resumes from the plant upward, according to the party consulted, driven by its longing for its own degree of governance over this world.
(One party says) that the soul has no state in which it is not governing a human body, so that it does not sink from it to the animal and the plant, nor does it slacken from governance;
But when they pass away and it becomes bare, it returns to the governing of the plant and ascends to humanity, and so on, out of its longing for its own degree of governance over this world.
