Adab al-wazīr
Judgement (raʼy), the deliberative faculty whose requirement prudence carries out.
prudence is the managing of affairs according to the requirement of judgement (raʼy), and resolve is their execution at the time appointed for them.
whoever relies upon bad officials will not be free of an unsound judgement, a lying surmise, and a promise, and a prevailer.
The second is that he be a man of judgement and governance, so that he may lead them by his judgement to what is right and his governance may hold them to uprightness.
